If I understand Mikhail Gorbachev's goals correctly, then as a result of perestroika, an economy will be created that will have two properties that fundamentally distinguish it from the previously existing system. First, it is the replacement of the traditional economic mechanism of centralized directive planning with another one, which closely resembles the form of the market mechanism. As before, production tasks are not mandatory for state-owned enterprises. Their products are not distributed by the Center, they themselves are looking for consumers, as well as suppliers of necessary materials and equipment. And on this basis, not the entire public sector, but a large part of it will have to function.
Another fundamental element of the reform is the creation of a sector of the national economy, which consists of enterprises independent of the state, owned cooperatively or privately. The possible scope of this independent sector's activities has not yet been determined. Enterprises of the public and independent sectors will interact with each other and with the consumer.
I will use the term "rebuilt economy", meaning an economy in which these two elements exist and fully function. To many, it seems more correct to call such an economy capitalist.
